If your state collects sales tax, then yes you do need one.
The state I live in "Oklahoma" does require you to collect sales tax, It's better safe than sorry. Our permit only cost $25.00 bucks, and we renew every 3 or 4 years.
If you sale online you don't collect sales tax from other states just the one you reside in.
