I weigh my fragrance oil. I bought little solo plastic bathroom size cups. I place a empty cup on the scale and turn the scale on I then pour the fragrance oil in the cup until I have the desired weight I need. Works for me and itd not very messy.
When your wax supplier says your wax holds up to 1 oz. per pound, they are talking about the actual weight, not volume. Different waxes hold different amounts...go by weight. Now, on the other hand we have also tried going by volume and have had no problems on small batches. I went with measuring it by volume, which may have some error due to the differing weights of the oils, but it's not much. I've tried about 10 different ways of measuring, and the end result is that oils are messy and tough to clean ANY way you measure them.
I buy the "pour" tops from Heaven Scent Candle and Soap Supplies....fits most bottles. Then I find tall shot glasses from thrift stores. They work perfectly. All I have to do when done is put them in hot soapy water in sink, and usually put in dishwasher. Waala... BUT you MUST measure oils by weight. I put shot glass on digital scale, reset scale, and pour oils. If I go over, I use an eyedropper to remove some of the oil. Once in a while there are some small spills from bottle, but you will get better with experience. Definitely worth weighing....to me makes a big difference. As I do very, very well at Craft Shows and Farmers Markets with my Soy Tarts, it's worth it.

I use a "Debra Lynn Professional Glass Dropper" which can be bought on Amazon. Great to work with and no spills.
