I am in the process of starting soy candles and I want a heavly scented candle. I have read where candle companies use up tp 12% fragrance oil; I have spoken with soy wax companies and they say that percentage is too high and unlikely. Could someone please shed any light or secrets with additives to acheive a highly scented soy container candle.

1 oz to 18 oz of (melted) Soy is the recommended starting point - I ususally only add more than if it is a very light fragrance.
Adding more doesn't always equal a stronger scented candle (oddly enough) in fact some chandlers find that adding the max amount (1.5 oz per lb ie: 18 liquid oz of soy) sometimes results in LESS scent throw.
Nobody knows why this happens but it does.
I have made the mistake of adding too much of a strong scent and had the seeping problem on top. This isn't good as those FO pools can ignite and cause a BIG flame across the candle surface, something you don't want to happen to a customer.
PS - It is critical though to add your FO (fragrance oil) at the correct temparature - the standard is 175o farenheight and stir for several minutes, stirring several times more during the cool down period - and pouring "cool" ie: around 100 - 105o to prevent cracking and frosting.

It depends on the strength of the fragrance oil... some are more delicate than others, some are heavier.
I generally start with 1 oz fragrance oil per 16 oz melted wax.
Test, test, test... some fragrance oils incorporate better into your wax than others as well... meaning that your wax may handle 2 oz of fragrance oil before bleeding.
I wish there were a magic number I could throw out there!

Between 6 to 9 % is usually the percentage.
1 to 1.5 oz. fragrance per 1 lb. (16 oz.) soy wax.
